Okay I am still missing something. I get the finger out with the feather mask just fine. Then I flatten the layers. Then I duplicated the layer & lassoed the flare, select, feather, alt, mask & nothing happens to the flares? They remain

That threw me as well, but in this case, you have two layers that are still alike, the lower layer and the copied layer with the mask. You need to go back to the lower layer to make the changes that will remove the flare.

Do this. After the finger is removed flatten the layers. Make a new duplicate layer. Select that layer, make your flare removal mask on that layer. Then go to the bottom layer and just change the brightness as a test. You will now see the flare selection get darker or lighter as you move the levels.

Now you know the order. Go back and make the color balance and levels adjustments Jim has described. Be sure your adjustments are to the bottom layer and that the adjustments are below the masked layer.
