Was it Really Necessary?

I saw this today while driving around in Northern Colorado. So I had to make a U-Turn to go back and capture it.

It had me thinking... why was that sign there? had someone been riding their bike on the sidewalk and rode into the fence because they didn't realize the sidewalk was ending?

Or why did the local government decide to put a sign there? It seems pretty obvious that the sidewalk is ending.

Thanks Michael! I am still thinking someone rode a bike into the fence first, then the sign came after so the city could cover itself as you said.
