Scudding

One just after the first of the year the clouds were wind blown and scudding across the sky over Little Rock fairly quickly. Wasn't a lot of color in them, just a weak patch here and there, so I made a long exposure, to get the clouds' motion as well as the water in the Arkansas River.
My position was fortunate in that it made the clouds seem to radiate from the city's center.

Nice catch here, the streaks sure do radiate from the city. Nice reflection of the city lights in the water. The reflection does not match the scene above it which is different, but in this case it works.

Now what I don’t get at all is your title... you sure have me scratching my head.

I like the effect - the clouds really make this one work.

There is a detail in this image that has me scratching my head - that bridge. There is a lifted span at the far end of the bridge for the whole duration of your capture that shows no motion. And no river traffic below to require the lifted span. Is this span always lifted by default? We have lots of bridges like that in the Portland/Vancouver area but the lift spans are always down unless there is river traffic that requires the lift for clearance.

Yes, the bridge, called the Junction Bridge, was converted to a pedestrian bridge years ago and they left that section permanently up to allow river traffic, mainly a fair amount of barges and tugs. Good eye!!

That's interesting Barry, the only thing I could think of was a Scud missile...
