Photo for use on academic book cover

I just got an inquiry from someone who wants to use one of my photos on a book cover. It's for practitioners of East Asian medicine (ie acupuncture & herbal medicine), to be called "Racism through the Lens of East Asian Medicine". I don't think it'll have a very big market. My question is, what to charge for it? Since it'll be a small market would a flat fee be better than a percentage? Certainly easier. I have no idea where to start. Thoughts?

My first thought would be to engage someone who has been doing things like this for years - @Douglas Sherman

I think its pretty cool that someone wants one of your images for a publication. Not a position I have been in myself.

Hey Monica, that’s really awesome! I think it’s an honor when that happens!

Doug would be the expert for sure. When I have had some of my photos used for text book illustrations, I went with a flat fee. My work was done with a subsidiary of PBS, and a flat rate was all they would accept. I was getting $100 a photo, and I had them sign an agreement where the photos could be used only for those specific books and nothing else, and that I retained the rights to my photos. So a cover photo, maybe I am off here but a flat rate of $250 I think would be acceptable.
