Hi Jim, yes I think those are Torch flowers. They were just buding out and will turn color as the buds progress on the stem.

HI Alan this is a plant called eremurus robustus and as I understand it is not an agave relative. There is an Agave attenuate plant called the Foxtail agave or Lion's tail agave, that has a much broaded leaf structure for the base, closer to the agave plant structure.
