Who knew there was such a thing. BugGuide came through again with an ID on this odd creature. I spotted it while looking for bugs at my daughter's near Slocan B.C.
It was a different shape and when I process the images this red-eyed wonder showed up. It is one of the Buffalo Treehoppers (Stictocephala basalis).

It doesn't really need two images but I couldn't decide which showed it off better.

This would have been better if the eye was in focus but that didn't turn out.

I have to agree with your comment - who knew there was such a thing? This is one really weird looking bug. I did look it up since you had positively ID'ed it and wikipedia has some other angles showing it to be even stranger than it seems in the shots you captured. Very cool find.
