After updating to PS CC2019 Nik filters are not available but the solution is simple. Open 2 windows
C:\Program Files\Adobe\Adobe PhotoshopCC2019\Plug-ins
AND
C:\Program Files\Adobe\Adobe PhotoshopCC2018\Plug-ins
The latter should have a folder called Google and this contains further folders with the Nik filters. Select the Google folder and copy it to the PhotoshopCC2019\Plug-ins folder
Similarly any other plug ins that do not automatically copy across e.g. Topaz can be treated the same. Note I have been copying Nik and Topaz across since Photoshop 6. My Topaz filters are very old and still work.
I can see no reason that this will not work with macs but it is many years since I used one and I can't check it. If you are interested the plug ins folder is at
/Applications/Adobe PhotoshopCC2018/Plug-ins.
